Is failure to keep to the Claimant Commitment a Sanctionable Offence?
A claimant commitment does not of itself attract a sanction. Sanctions under Section 27 of the Welfare Reform Act are linked to failures to perform “requirements”, which may or may not be recorded in a claimant commitment. 
 
This was pointed out by a judge In  an Upper Tribunal case - CSUC 494/2017. The Judge referred to  Section 14 of the Welfare Reform Act 2012.  (See "Definition of  Claimant Commitment" on this page.
